What is Iran dress code for men and women?

When traveling to Iran, women and men often have questions about how to dress. Although Iran has an Islamic government, it does never oblige arrivals to have strict hijab. Hijab in Iran means putting scarf, covering the body and legs.
These are just three principles that have to be taken into account. Scarf is to cover the hair means ladies` hair must be covered in public places. Covering body is the other rule means almost non-tight clothes for women, and not bared arms. A dress, manteaux or a gown like coat are a suitable choice without no problem.
Legs should be covered down to knees. The dress code for men says they are not allowed wearing shorts and non-sleeve (T) shirts in public. There is never a real problematic point in Iran dressing code of ethics. There is an absolute freedom of choice for color or material of clothes. The sentence saying ladies are obliged to use dark color clothes is propaganda.
